TISI Certification

TISI is the abbreviation of the Thai Industrial Standards Institute. TISI is a division of the Ministry of Industry of Thailand that develops standards and international standards to meet domestic needs, as well as monitoring products and conformity assessment procedures to ensure compliance with standards and accreditation.

TISI is not only the government authority for compulsory certification in Thailand, but also a standards development and management organization, a certification body, and a laboratory accreditation, personnel training and registration organization. It is worth noting that Thailand does not have a non-government compulsory certification body.

Thailand implements a TISI certification system that combines compulsory and voluntary certification. For products that meet the standards, the TISI logo is allowed. For products that have not yet been standardized, TISI also implements product registration as a temporary means of certification.

Scope of Certification

The Thai government requires 60 categories of products subject to compulsory certification, covering eight areas, including: electrical equipment and accessories, medical equipment, building materials, consumer goods, vehicles, PVC pipes, LPG gas containers and agricultural products. In addition, certification for other categories of products is voluntary.

Certification Process

Product certification requires products to meet the corresponding standards, and also requires manufacturers to have a comprehensive quality assurance system to maintain product and standards compliance, so TISI's product certification procedures in addition to product type testing, including factory inspection before certification And supervision review after the issuance of the certificate.

(1) Product Evaluation

TISI evaluates products in accordance with the Thai Industrial Standards (TIS) and the specific requirements for product certification, in one of three ways:

Samples taken and tested by designated laboratories

Samples are taken by TISI's qualified officers for testing by designated laboratories or by laboratory accredited by a laboratory accredited by a laboratory accredited by the Thai Laboratory Accreditation System (TLAS).

Samples are taken at the factory by factory personnel and monitored by qualified officials at TISI

When the factory's laboratory is considered to be fully equipped with specific test equipment and qualified personnel, the sampled product can be handed over to the factory for inspection by the factory personnel and monitored by a qualified TISI official.

Test report inspection

If the factory's products have been tested by a laboratory approved by the Industrial Products Standards Committee, it is exempt from repeated testing. However, if the test report is incomplete or differs from the corresponding product certification standards and specific requirements, TISI may take samples to supplement these tests.

(2) Factory Inspection Before Certification

When performing the factory inspection before the issuance of the certificate, the factory inspection is not required for the imported products, and only the document review of the quality control process is required. For foreign factories, factory inspection is required when reviewing quality control documents indicating that they are inadequate. If the factory has obtained the ISO 9000 quality management system certificate, its quality control system will be exempted from the review, but the certification authority of its certificate should meet the following requirements:

The ISO 9000 certification body has been accredited by the National Accreditation Council of Thailand (ONAC);

The ISO 9000 certification body is approved by the Industrial Products Standards Committee.

However, when the quality management system of the factory is incomplete or different from the specific requirements of product certification and the general requirements of the product quality control system, TISI can supplement these projects.

(3) Supervisory Review After Certification

The supervision review after the issuance is to ensure that the certified products continue to meet the corresponding standards and that the factory still has the ability to maintain the quality of the certified products. The supervision system includes:

Routine supervision

The supervision and examination can be carried out: supervision of the quality control system and/or quality supervision of the certified products. The frequency of supervision and examination is determined according to the consistency of the quality control system of the licensee and the situation of the previous supervision and examination.

Supervision of the quality control system

The supervision of the quality control system mainly uses sampling tests on factories or markets. Samples are taken by TISI's qualified officials for testing by designated laboratories or laboratory accredited by laboratory accreditation bodies accredited by the TLAS-approved laboratory or industrial product standards committee.

 

Note: Manufacturers, importers, and sellers are monitored without prior notice to ensure that the production and sale of products comply with Thai TIS standards, to prevent abuse and misuse of standard marks and any violation of the Industrial Products Standards Act.
